| The ombudsman system has more than 200 year's history in western world, which has been introduced into the press as long as half a century. To date, more than 100 countries have already established such kind of system in the world. In China, several cities have their own press ombudsman from the public. But the government has not set up the system yet. The academic study on this topic is rare, and the present researches are mostly from the perspective of politic science without too much systematicness.The Swedish Ombudsman system dates from 1809, which maintained its independence in the following century, and introduced by the press in 1969. After half a century, it has developed into a model of other countries. The systematic introduction of the system can be beneficial to our reference of the successful experiences abroad.The current study of the ombudsman system is mainly from the countries abroad, most of which are of politic science study focusing on the forming mechanism and its flourish around the globe. It can also be seen in some books and articles on media ethics and self-regulation.This article starts from the Swedish ombudsman itself by introducing its working process, and then analyzes the condition that it grows up with the corporatism theory. It can be divided into five parts: first, the general information of the press ombudsman including the ombudsman's responsibilities, the working process, typical cases and evolution. Then, since the press ombudsman is an organic part of the media accountability system, the introduction of the latter is a necessity. While the media regulation is unavoidable when referring to the self-regulation, the article gives brief information of it and then compared each other. The analysis from the corporatist perspective is the essence of the article, which can help us profoundly understand the root of the ombudsman system and then use it by ourselves.The thesis bases on the study of relevant books and articles, law materials, and data on the websites in a broad range. |
