With the construction of China' s legal system, the legal concept of the masses of the people enhanced, the knowledge of the legal has become more urgent. As the Court of e-government system building, some service has opened, such as the Internet video trial, remote file, and other services. However, the function of the services are trial-business-oriented , the means to achieve relatively simple, and can not meet the people' s growing demand for the rule of law.The goal of this thesis is building the call center of Court into a gateway to information services, a window opened to the citizens, and a bridge communicate between citizens. The court system is the main information services, the systemDesign and Implementation of follow openness, adaptability, scalability, availability, security. The principle of functional design focuses on the combination of the following three aspects:Automatic service combination of artificial service: system is mainly intelligent automated voice response system and the integration of artificial seats.Active passive integration: system is mainly passive acceptance of user queries and automatically take the initiative to push services.Internal and external integration: system provides external services to the public, and telephone advice, information enquiry various statistical analysis functions to the court-house.The thesis first analysises of the development of information construction against the actual business, the business functions and demands of the system. in combination with the status of the current call center system, gives the logic of the overall structure and design ideas, and then on the basis of this discussion designs the overall structure and function of the software, and focus on the design of the system platform. with the idea of preferring operation than construction, thesis analysises with more emphasis on the content of Operation. Finally, sums up the application of call center using NGN platform technology.
