Policy-based network management has become one of the key technologies of next-generation network management. However, there are many problems to be solved and improved for applying the management technologies to reality network, like description, store and analysis of policy information.This thesis will introduce distributed conference systems based on policy management. It uses XML to describe policy information, which is better to solve problems while most policy language only describes policy in certain fields or needs special developing software, and it extends the scope of describing policy and makes systems applied widely. It employs LDAP server storing information, makes use of DSML to tersely realize data switching between XML and LDAP server, which is convenient to set safety tests and policy conflict tests when describing, transforming and storing policy information. Moreover, it analyzes interactive communication between policy server and exterior parts, designs internal structure of policy server and programs with Java to realize policy server accesses LDAP server. Policy-based distributed conference systems not only manages IP-based multimedia business applications of network but also draws the advantages of multicast network and distributed network, it enhances the scalability of conference control architecture and overcomes the limitations of IETF's two traditionally approaches, improves the scalability and flexibility.The experimental results showes as follows: the systems can give the implementation of description, transformation, and store besides consistency check of policy information. Meanwhile, conference policy server can realize multiple functions such as delete information, update information, create information and search information, all this can achieve anticipated goal.
