PHS, called as local wireless telephone formally, has been quickly spread to all over the country since its firstly use in Yuhang of Zhejiang Province in 1998. Untill now 355 cities have PHS system. The whole capacity has reached 70 million.With the rapid developments in telecommunications and information, all kinds of new type services appear on the demands of broadbandnization, intelligentization and individualization. Among theses techniques, the appearance of Personal Access System is becoming the new scientific breakthrough in the field of telecommunication. However, comparing with the deep developments in abroad, the researches and attentions on PHS is very poor in China.Accordingly, the article firstly introduces the concept and the backgrounds of PHS, analysis thoroughly the different techniques between PHS and PAS. Secondly take the construction and operation of wireless handset network in Harbin as the example, illuminate every important elements in IP based PAS network. After talking about some optimizing methods in GSM and CDMA wireless network, the author gives the solutions to optimize the wireless handset network including the coverage of base-station, handover and interference problems and the users' traffic optimization etc. These solutions are all connected closely with the Harbin' s wireless handset network. The model of forecasting the dB-lost in electric wave given in the article plays the very significant role in network optimization and also has the important reference value. It needs to be paid more research on in the future. At last, some problems that exist in the wireless handset.
