Since the end of the cold war, the information technology especially in the field of internet has been advancing rapidly. On the other hand, some terrorism organizations such as al Qaeda have been growing dangerous enough and have launched lots of terrorism attacks such as"9·11"incident. The combination of them put forward the conception of cyberterrorism. Nevertheless there is no perfect way to solve the fragility of the internet, many countries are relying more and more on using internet. This paper aimed to provide some advice of insight for the cause of counter-cyberterrorism. .This paper is composed of three chapters. The first chapter discussed general theories of internet safety and cyberterrorism. The basic principle used to analysis this problem was clarified and the basic character of cyberterrorism was discussed. The second chapter focused on the al Qaeda's performance in the information age. The history of its creation and development was briefly introduced. On this basis, this paper modeled the organization structure of al Qaeda and defined its basic character as leaderless resistance. In addition, the role of internet played in the incident of"9·11"and the threat of al Qaeda's worldwide network were also discussed.This paper put forward two ways to counter cyberterrorism. The first way advised countries to help their citizens recognize the cyberterrorism, cultivate excellent human resources of their own, improve related domestic law and organization, enhance the cooperation with other countries and develop their own technologies. The second way focused more on the role of individuals, NGOs, enterprises and academe. In particular, China should make full use of its human resource and mobilize its enormous net citizens to assist countering cyberterrorism.
