Due to declining campus safety and security, relevant departments of National Education and Safety/Security Management request universities take proper measures to enhance campus safety and security. Under the new circumstances, while discussing how to improve the management of campus safety and security, universities should also establish and enhance safety preventive technology and facilities utilizing new safety and security management ideas and advanced technology. How to build intellectual prevention facilities is a problem faced by the university and needing immediate solution.Based on the primary data regarding NGD University's management of campus security, fire prevention, and traffic safety from 2000 to 2007, causal regression model is established to analyze this university's safety trend. The results indicate that the current safety prevention system cannot meet the present or future needs of campus safety. Recommendations are given in terms of building a person-centered, unified campus identification card system through the established digital campus system and established safety and security facilities, thus creating an integrated intellectual campus identification system consisting of the above-mentioned identification card system, security monitoring and alarming system, Access Control system, fire prevention and control system, various administration and logistical management systems.Considering the characteristics of campus, the tasks of managing security, and the university development needs, the feasibility of establishing a new campus safety and security system is elaborated in the light of with the help of the theory of interactive security management, the theory of security value engineering, the technological development of security management, WPS (WORK BREAKDOWN STRUATURE) method in project scope management, milestone events method, and Gantt Chart in project time management. In addition, scientific planning and design is formulated for the newly established campus security system.
