Zhongshan City, Data Sharing Specifications And Interface Standards And Practice

Standardization is the ground work of e-government construction, which enables the linking of different government bureaux and departments (B/Ds) and provides technical specifications for B/Ds to interoperate with each other. It is proven by the informationization practice home and abroad that the construction of e-government must be supported by standardization, which playing a guiding role can ensure the achievement of technical integrity and comprehensive results.After the Tenth Five-Year Plan, the construction of e-government system is now under the transformation from technology-oriented to data-oriented one. It is the right time to review our work, so that we could more focus on the key issues and ground work of e-government - standardization which is significant to accelerate the building of e-government, minimize mistakes and reduce unnecessary waste of state property. Through the building of data sharing standard and interfacing technique standard, this thesis researches the index and property of data sharing in Zhongshan City, discusses on the framework of Zhongshan data sharing exchange platform, compiles Data Sharing Standard and Interfacing Technique Standard for Zhongshan (Trial Edition), summarizes the process of the standard compilation and indicates the notice of compilation. According to the aspects above, this thesis completes the original model design of Data Sharing Standard and the realization in some parts. The research of this thesis is used for guiding old system upgrading and new system development for government departments of Zhongshan, and showing an example in e-government establishment for other cities' reference.
