With the development of computer network and multimedia technology, multimedia such as sound and video stream is becoming more and more popular in the Internet. The distant education ,video conference and real- time broadcast system, which are combinations of computer network and multimedia technology, develop quickly and change our life greatly. H.264 is a very popular video encode, which is used in the low bit- rate transport in the network. So how to transport real-time H.264 bit-stream in the network is a hotspot of research nowadays, and also is an important direction in the future.Combination of the above background, the paper through the video compression technology, streaming media technology, RTP / RTCP protocol, multicast technology, and video services, the quality of research, analysis compared the current network information transmission mode of teaching used and resource management model, in line with the existing network monitoring The advanced system software and hardware technologies, network video solution to the current problems that exist in teaching, research results will have some practical value, can achieve the high quality of classroom teaching remote broadcast networks, but can also provide after-school video-on-demand, Many solution to the current multi-campus institutions of learning, and other issues.In this paper, a design based on the Microsoft Windows Media Server and RTP / RTCP transmission of real-time H.264 video broadcast systems and VOD system, given the system topology map and live, work principle of demand. Papers described in detail the system design and development process. According to design, this paper has completed the development of the system and achieve a video broadcast on demand teaching services. Experiment proved that a better system of adaptive network and access to good visual quality.
