In recent years, the local NMS of mobile communication network realizes the process that have no to have and gradually develop mature along with the quick development of china mobile communicational business. Tianjin mobile communicational Ltd., as one of the first group company, accomplished the local NMS and obtained certain harvest.The local NMS of Tianjin mobile communicational Ltd can realize capability management,failure management,safe management,configure management and operation management. This system can supervise and control correspondence network from many level and various facet. It also can discover and resolve problems on time.The system's software construction primarily adopted the distributing type system structure and used the Client/ Server with Browser/ Server structure. The system's basic service was provided by the server procedure in the UNIX service (backstage procedure), such as collecting, handling with and communicating with date. But the client programs run in the WINDOWS flat provided the visualized interface to the user.This article explained the design of functions of the system. The system composed of the nine subsystems in the function aspect, which is the correspondence subsystem,system itself subsystems identification subsystems performance subsystems alarm subsystems configuration subsystems view subsystems operation subsystem and affair subsystem. The system had an abundance of function and worked stabilization. This article primarily introduced the correspondence subsystem and alarm subsystem.This article explains the means of unified port to connect with equipments. Because of equipments came from many manufacturers and each manufacturer adopting the different connecting method, the local NMS firstly adopted the IOLAN equipments to deal with this problem. With the deep development of this system, TCP/IP method was adopted. This method increased the user amount that connected into this system and improved the velocity.
