With the development of the reform of personnel system in China, personnel examination is already a social examination with large number of test takers and wide scope. Using the up-to-date technology to achieve the modernization of the testing method and to enhance the efficiency of the test is the first imperative of the reform of the personnel examination. The development and extensive use of computer and network technology make it possible that more and more computers are used in personnel examination. Realizing computer based test can largely increase the work efficiency and quality of the personnel examination.To realize computer based test, Sichuan Provincial Personnel Department decided to develop The General Purpose Personnel Examination System for Sichuan Province. The system includes three subsystems: the test platform, the item bank management and the grading system. This article is mainly about the test platform which solves the problems below:(1) The commonality of the test platform. The test platform can be used to many personnel tests of different types and subjects.(2) The reliable connect between the test clients and the servers. The test server provides the tests and the basic information of the test takers. The server must be able to recognize the identity of the test takers so as to prevent an individual from signing into the system from several test clients simultaneously.(3) The high reliability of the test platform. Many abnormal conditions such as the power failure and the system crash may occur during the test. The test platform must ensure that the test can continue with no loss of test data after the exceptions solved.(4) The re-reference of the test paper. To show the openness, fairness and the justice of the personnel examination, review of the test paper by test takers and professionals show be allowed. The test platform must be able to reappear the test paper.(5) The security of the test data. Keeping the confidentiality of the test data represents the fairness, justice and the authority of the personnel examination and is the central issue of the whole system. The test platform should absolutely guarantee the confidentiality of the test data and the information of test takers at anytime.
