With the development of information society and the explosive growth of network traffic, transmission network requires tremendous bandwidth. All operators need to plan and optimize their network scientifically. It is not only related to operating costs, but also related to their core competitiveness. The use of network planning and optimizing software can greatly increase the efficiency of network planning. Presently, since quit a few of planning software products are designed for optical network, exploiting an optical network planning and optimizing software has huge market value.Strictly following the engineering design rules, this project team has developed an optical network planning and optimizing software named"NetNumen-TOP". After introducing the components and the frame design of the software system, this thesis focus on the study of traffic assignment and protection module, which is one of core functions in the system. For the purpose of using the algorithm practically, more questions should be taken into account: routing between different regions, assignment of multi-granularity traffic, and so on, which is different from theoretical studies. After discussing in chapter 3, this thesis gets some solutions to the questions. With these solutions, this thesis gives the detailed design and steps of the traffic assignment and protection module. In chapter 4, this thesis gives a simulator of the module.As the survival of network is one important issue of the network planning and optimizing software and p-Cycle is an effective way for network survival, chapter 5 makes an in-depth study in p-Cycle. After introducing some theories of p-Cycle, this thesis analyzing the different kinds of dual link failures in static p-cycles, and get three kinds of ways to enhance the ability of surviving dual link failures in the network whose connectivity is 2. A partial protection algorithm for static condition, which includes the three kinds of ways, is then suggested. Some different kinds of p-cycle groups could be got from this partial protection algorithm. Each group of p-cycles expresses one kind of result. In the practical application, users can choose one of these results according to the need of both the network capability and the ability of surviving dual link failures. The numerical results state that the configuration ways of our algorithm are more efficacious than the normal algorithm of p-cycles in the conditions of dual link failures.
