The central heating business obtained the unprecedented success, but also faces new challenge. The construction of energy conservation, environmental protection and information-based heating supply system conforms to the Country and the people's benefit, and recognized by many heating supply corporation. The low technology and management which limited the energy conservation consciousness of our customers are not consistent with the situation. That may result to the difficulty of collecting the fee and strain the relationship between customer and related corporation.According to the problems that occur in the heating industry, we design such kind of toll heating system which contains data acquisition subsystem, data transmission subsystem, inhabitant management subsystem and information issued subsystem. It is special because of its convenient manipulation and easy for management. It provides our customer network information-based platform to check their fee and find out more useful information about the system.The data acquisition subsystem can receive data from remote communication module which contains ZIGBEE function CMOS chip, and the inhabitant management subsystem accompany with database technology can manage customer's registered information and received heating data. Otherwise the information issued subsystem provides a mutual and dynamic network station for customer to log on and check their fee and may leave massage to the corporation about the question they concern. In the bases of above mentioned, the thesis discuss the basic principle of serial communication, the construction and realization of information management system and the application of ASP technology to the mutual dynamic network station.The toll heating system can received heating data from customer's side communication module using ZIGBEE network to send short message. Each communication module has a ZIGBEE node to collect heating datas. Software program can get connected from customer's side and server's side. Once the server's side get message it will decode it and put the correct heating data into the database. The administrator is authorized to manager these information using inhabitant management subsystem. This subsystem can also help administrator to match the inhabitant's registered information and their heating data, the function of it includes inhabitant adding, deleting and searching, Fee searching, report form creating etc. The database of Microsoft SQL server is considered to conserve all the data. Micromedia's network developing tool was used to construct network station which contains ASP technology and through ADO method to access database, so that the information issued subsystem can provide better choice for customer to check your fee and related information. The whole system is based on automatization of information transmission and has enhanced its security and stability.Heating Billing System based on information technology will improve the working efficiency in heating company, conserve energy, cut down operating costs, facilitate the inquiry efficiency from users, and ease the tension between both sides of supply and demand.
