The application of the system is a big reform to traditional collection pattern, it has the vital practical significance.The thesis not only elaborated the background and the significance of systematic development, but also introduced the systematic service demand and general goals and principles of the system design, analysised information gathering service flow and the main function module, as well as the information classification and the encoding basic principle and method, supplied the trade classification and the localization code design specifically. Information gathering as the overall system working foundation and the main data origination, the article had researched introduction to the information gathering system performance process, control controls , data base links , and data pipeline technology .The author has done comparatively thorough investigation and discussion to entire systematic safety.The system adopts Client/ Server Software Architecture, uses Windows 2000 Server as the network operating system , MS SQL Server 2000 as the backstage database system, and Powerbuilder8.0 as client's program development tool. The development and application of the system has realized that computer manage the fixed quantity collection and the geographical position from manpower administration into computer administration, which standardised and raised the management level of national tax system fixed quantity collection.System has obtained excellent results after the system operated. The working results indicated this system supplemented as the main body collection software, satisfied with practical needs of the fixed quantity collection management.
