Software cost estimation, as the basis of the relevant economic issues during the processes of the software project development and implementation, is the most challenging and important activity of the project management. As the core areas of software engineering, software cost estimation caused researchers' attention, has emerged construction cost model, function point method, and their advanced models. With the gradual deepening of the object-oriented thoughts into the software development field, the development tools based on the RUP and UML increasingly matured, and the accuracy and feasibility of the original model were questionable, which brings new study for the software cost estimation. This paper summarized existing software cost estimation methods and theories, improved it and made an theoretical innovation, advanced a software cost estimation model to improve the accuracy, flexibility and applicability of the existing models significantly, providing valuable information to support decision-making for the implementation and management issues of ERP software.At present, as the development of domestic ERP application into the universal stage, the evaluation went into the chaos with increasingly fierce price war. As an application, ERP application software has many characteristics of its own. Firstly, this paper introduced the concept of ERP software, as well as a summary of its software features. Then the paper gave an analysis, research and comparison of the current existing software cost estimation methods; pointed out the strengths and weaknesses of each method; determined design ideas of the model on the basis of them, adopted a highly efficient and practical, realistic and feasible cost estimation software method; took a research on the algorithm model by the theory and practical application respectively; put the algorithm into practical applications, gave a design of the estimation tool.By analyzing the statistical characteristics of ERP software, the paper established an improved algorithm model on the basis of the original evaluation model based on use case, and gave a theoretical analysis of the feasibility and advancement of the model; changed the static software productivity estimates for the dynamic estimate, and gave full consideration of staff experience, team structure, project characteristics and other factors which affect the cost of the software; in addition, put the requirement analysis factors such as the level of the corporate information into the cost driving factors, and discussed the extent of the their influence on the cost. A good tool for estimating model, provides a solution for the complicate and difficult ERP software cost estimation, and makes an important reference value and guiding significance.
