On-line testing system has been a big concern of both national and international educational reforms. Considerable research has been conducted. It is widely believed that a wider application of it would advance the standardization of examination and enhance the educational reform and contribute to the development of society.This paper illustrates two ways of on-line testing system. One is random on-line testing, the other is paper test that is solely prepared by the testing system. However, either inevitably needs to tackle several problems. How to retrieve and prepare test paper, how to conduct on-line scoring, how to ensure the reliability of test paper and how to statistically analyze the data of scores, to name just a few.An analysis of the necessity and feasibility of the testing system has been made. This explains the issues of the current state of the national education, and points out that the urgency and importance of the wider application of on-line testing system.The focus of the paper is as follows: based on the parameters of making test paper, the user types in relevant parameters and accordingly the system will automatically produce a test paper which is in compliance with the patter of test paper making (expert curve). Scores are dynamically distributed.The other emphasis is made on the scoring module. A detailed explanation and models are provided. As to the scoring of objective test items the exact and fuzzy match are used. As to subjective ones a pre-scoring test is conducted first to ensure the reliability of examiners. Removing the highest and the lowest scores, the final score of examinees is the mean of the rest. This ensures a fairer scoring system.Finally a statistical analysis of the module and the test items of the test bank (e.g. the distribution of difficulty, the probability of the test items) is made. The quality of the test paper is also examined from four perspectives. Further comparison can shed light in the evaluation of teachers' performance and the modification of any unfair scores.
