In recent years, the category and amount of the video information data has increased steadily. How to index multimedia video data information according to contents has been an important topic, concerned by more and more domestic and international scholar, and progress has been made in the video technique engineering realm already.The paper aims at this need. The author is the principal of broadcasting department, belonged to one channel of Henan TV. The author stores and manages a great deal of multimedia data in the work, and studies index and classify of video data. The author finds that using video index using contents can improve efficiency and convenience of the system, in multimedia program producing process of TV station, and make establishment of video database more effectively. Therefore, the author participates the project which studies multimedia data index and develop a primary video index system using contents which applied in program producing with technology developer of multimedia programmer producing network.Firstly, the paper choices the appropriate coding and compressing format which is applicable to multimedia program producing network system. Currently, in the broadcast and TV field are there many formats: analogy signal, SDI, SDTI, MPEG—2, MPEG—4 ,etc. And some other compressing and coding way, although applied hardly in practice , such as MPEG—7, MPEG—21, etc. This paper adopts MPEG—4 as the format of multimedia compressing and coding by synthesizing and contrasting in requirement of characteristic of index using content.Secondly, the paper discusses the way of extract and expression of characteristic of image, which is the nuclear technology of indexing image using content. We think that segmentation of image is suitable to the system to extract and express the characteristic of image.Subsequently, we analyze contrastively the arithmetic of segmentation of image based on MPEG-4, such as binary-tree segmentation, moving information segmentation, analyzing model segmentation, etc. Ameliorated semiautomatic segmenting image arithmetic is put forward to satisfy require and applied in the system.After confirming the MPEG-4 multimedia segmentation arithmetic, we offer a convenient, using content and used for video data searching database platform by studying the video segmentation and the form of establishment of video database, organizing and designing the video database.In the end, we present the realization of video index system using content with the anterior conclusion and test the system. Performance test indicate that this scenario has achieve the requirement of devise, and can be used in the daily work-In the process of research and establishment of the system, the author carries out a great deal of fundamental work, participates in ameliorating the arithmetic, and answers for the system debugging and information feedback.
