As a part of the Sky-based Information System Networks, the Satellite Communication Network can provide superior anti-interfere ability, moving ability and integrated information transportation ability for both the strategical users and tactical users. Meanwhile, as the problems needed to be sovled by the computer simulations become more and more complex, many problems can not be solved by a signal simulation system. These problems must be co-simulated by multi-simulation systems. So the Distributed Interactive Simulation has become the hot point in the comupter simulation area during a period of time. Based on the DIS and Aggregate Level Simluation Protocol (ALSP), the National Defence Ministry of the United States issued the Universal Technical Framework pointing to the modeling and simulating area. This framework includes High Level Architecture of the modeling and simulating. Now the HLA has become the standard of IEEE modeling and simulating, and it has showed the widespread using prospect in the more and more cases in the communication network area. Its core idea is the interaction operation and reuse.This paper introduced a modeling method of Satellite Communication Network based on the HLA. Because of the differences of the each parts of the Satellite Communication Network, This federation is composed of three federation members. The OPNET uses its HLA interface to be a federation member of the federation.In this project, I have taken part in the designing of the federation framework of the Satellite Communication Network, partitioning the federation members, simulating and debugging. I am responsibility of designing the framework of the ground federation members, simulation and debugging this module.
