As an important part of the information systems, the satellite communication system can provide the ability to anti-interfere communication to the users. It consists of the satellites which are in different orbits, different types and have different ability, the satellite users and the communication infra structure on the ground.The simulation of the satellite communication system is an important method to estimate the technology of the satellite communication system. The satellite communication system consists of the satellites, users and the communication infra structure on the ground. Their function and communication protocols are different, and they behave different completely during communication process.Each of them can not be a network alone and there are many control messages and data messages being interacted between them during the whole communication process. So the traditional way to model is not applicable. The design of the satellite communication system should make use of the High Level Architecture theory. The article regards the satellite communication system as a federation, and the satellite, the users, the communication infra structure on the ground as three federates. At last, we make the satellites, the users and the communication infra structure together to form an applied simulation system.This article first introduces the designing of the whole architecture of the satellite communication system, the division of the federates, and the interaction classes that are needed when two federates communicate with each other. And then the article introduces the designing scheme of the satellite user federation. In this scheme, each satellite has seven beams, each beam has one carrier. In order to enhance the using ration of the frequency resource, the two beams that have some distance can make use of the same carrier. The users in the same beam of a satellite make use of the mechanism of time division multiple access to have access to the satellite.The simulation results have shown that not only this modeling scheme can implement the applied simulation with the satellite federate and the infra structure federate successfully, but also this scheme can model the process of multiple users having access to one satellite at the same time effectively.
