With over 20 years efforts, it has gained primary effect in construction of taxation information system in China and formed an integral information system which covers four sections such as revenue business, administrative decision, document handling and external connection. The data is collected for being concentratedly handled by the provincial administration and the state administration. Four-level private network from the State Taxation of Administration Taxes to county Taxation Bureau has been constructed, through which all data is transmitted. It becomes an urgent matter how to strengthen the security construction of network and the whole information systyem, and it takes great realistic sense to research completely, systematically and scientifically on the network security of the system.Aiming at the current network status of taxation system, and utilizing security theory and methods of modern network and information system, this paper has made a security risk analysis of the system, determined the whole object and detailed aims of the system security, and designed distributed network security technique scheme based on dynamic collaboration. The system comprises sniffer, monitor agent, data center, monitor station and so on. Sniffer supplies network data stream monitoring and strange machine detection. Monitor agents operate on each controlled machines, providing the data center server the key information, such as status, action in real time. The data center, being the heart of the whole system, carries out task handling, information transferring, communication hinge, and so on. The monitor station, being the inferface between man and machine, receives all kinds of setup or orders by operators. This article provides important guidance on network security of taxation system.
