The third mobile communication system provides various services to users. With the increase of requirement on services, the Quality of Service (QoS) has become oneof the most important targets of the system, specially the real time service has the most rigorous requirement on the capability of network and system. It is not guaranteed any reliability and performance (eg.delay) when packet transmissing. Real-time transactions will be affected when FTP transaction occurring frequently and HTTP transaction which includes image files are in networks;On the other hand, much bandwidth was consumed by multimedia transaction, the key transaction can not get reliable transmission by present network. In order to solve this problem, the notion QoS was introduced to Internet which has become an important research field in computer network in fact.This paper studyies the key techniques of measureing end-to-end application performance. Mobile Streaming media technology also be diccuss with a question of The third mobile communication system Quality of services and some model of QoS and its application in The third mobile communication. This paper then make a conclude in definition of two QoS parameter and finding a way of measurement evaluation quality. In the base of introduction of Mobile Streaming media system struction and operation characteristic, paper put forward measurement ways of client-base Mobile Streaming media and end to end Mobile Streaming media.moreover,paper research two key means of measurement evaluation quality-relation analysis and measurement technology. At last,through comparison test in CDMA1X net mobile streaming media, we can make a conclude that bag jitter and bay loss is relate to frame velocity.
