Safe and convenient services become to be banks' struggling goals and direction. Electronic business and electronic payment system will greatly promote the development of finance and commercial business, and will provide a convenient and flexible trade form for financial bodies, product selling merchants and the individuals, which represent a direction for finance development. Internet bank, Internet payment and payment gateway contribute to a new connotation for banking services, which are also a challenge and opportunity to develop banks' new business.Although the Internet commercial business is based on information technique, its nature is also for the commodities and currency payment activities. But the traditional payment form is limited by the time and space, which cannot satisfy with the payment requirement of electronic commerce. Therefore, it is necessary to provide a reliable and safe payment form for it.In order to construct such a payment system and ensure the payment data's confidentiality, integrity, undeniable and users' identity authentication, the research summaries the current payment system and make a detailed analysis and comparison to the two international prevalent payment agreements: SSL agreement and SET agreement. According to the results of comparison, it is suggested that based on the trade procedure model of SSL agreement and SET agreement, the researcher designed and constructed a postal service payment gateway system combined with relevant encryption and identity authentication technique. The system lies in the middle of the Internet and internal network of the traditional finance organization. Its main role is to connect the Internet with finance network safety and transfer unsafe trade information online to the safe finance network to system and database. This could effectively guarantee the safety of trade information on the Internet transmission.
