This essay discussed the process of its design and development of the management system of Xichang college library. Firstly,it generally introduced the related concepts, technique foundations, and the development backgrounds of these theories on software engineering. After that, it went further to its synthesized development strategies of the software using, methods how to develop various systems and analyzed its organization structure, business process, needs and data-organization process etc in the detail of the current management system of Xichang college library; built up the logic model of system. Secondly, based on this, we selected the relation theories and designs, which fitted to the actual characteristics of Xichang college library. We carried on the concept structure and logic structure of Xichang college library's management information system database, mainly regard DBMS-ACCESS as principle。Finally, the easy carried on the system design; put forward the physical model of system by synthesizing all these designs; and how to choose to use VB6.0 as a tool to carry on program design and system realization, under the Windows operate system; how to develop the automation management system with an amity system interface, strong function, general use, which is very suitable for the automation management of Xichang college library.The essay focused on those following characteristics:1, the system notes adopts the standard MARC format, so some contents, systems can be completed automatically, and those pronunciations can be also completed automatically by system too. When there are multi-sounded words, the customer can make the right choice.2, The MARC format of system book is compatible with the MARC format of standardization, thus we can share the information between the libraries. .3, When defining the library workdays, like Saturday, Sunday, any day-off, or whether the library is open or not, the system can write in it automatically each time. What's more, the system also will automatically re-count the returned dates when the books are back to the library.4, On making a reader's certificate, the managing worker can define the cover by his/herself. Further more, the system can raise processing speed, because any form code and print is initialized automatically without any control pieces involving.
