It is reported that the lack of wireless frequency is a relative term where there's much more load depending on a small amount of frequency bands while other parts of them have fewer efficiency of utility. A concept of cognitive radio is proposed to solve this problem and to use the electromagnetic radio spectrum with flexibility. The cognitive radio is an intelligent wireless radio which is able to sense the outside world and to learn the information of surroundings with its artificial intelligence. It can communicate on a reliable basis at anytime and anyplace while using the frequency efficiently by changing real time operation parameters such as transmit power, carrier frequency and modulation code to accommodate the internal to the outside world.The primary principle of a cognitive radio is to avoid the negative influence upon the primary user's using the authorized frequency band.This is the reason why the cognitive radio users have a dynamic set of the usable channels. The goal of this paper is to handle the access processes of the cognitive radio stations based on a scenario with dynamic channel source and try to improve the outcome of throughput and time delay while minimizing the channel collision.As the research of wireless communication using game theory has became more and more popular, this paper uses the static game with incomplete information to discuss the random access with a uniformly distributing cost and a fixed cost.The station analyze the strategies of other stations and decide which channel to access. We take advantage of the historical record as an approximation of the channel's condition and assume that the channel can be used with a certain probability. Then the action of other players can be analysed and thus we can decide a player's action as a result.The computer simulation has demonstrated a better performance of throughput and time delay over the random access method.It has also been analyzed in this paper the systematic effect of the neighbour cell's channel sharing.We consider the issue of the channel sharing process according to static game with incomplete information. A cell analyzes its neighbour cell's busy degree, borrowing the sharing channel to access in an appropriate time. The simulation has proved that with the neighbour's light traffic, this algorithm can improve the outcome of throughput and time delay.
