With the development of the mobile telecommunication and the developing scale of the mobile telecommunication network.the network architecture is becoming more and more complex. The complexity and flexibility and the integration among the vendor networks pushes the mobile network to the multiple protocol function and multiple platform on the network scale and structure. With the acute competition of the telecommunication market, the customer requirement for the network quality is higher. How to improve the network performance and quality has become the basic precondition for the mobile telecommunication enterprise to win the initiative and strengthen the core competency. If the current network equipment resources and frequency resources can be fully utilized and the enterprise best benefits are won, then the cost of the network operation can be reduced and the useful ratio of equipment can be raised. At the same time, the changeful external characters( such as development of business, network expansion, building of city foundation) have influence on the mobile network radio environment which cause the dynamic GSM to enter into an imbalance state. One reasonable and effective method or means is required to used to estimate and monitor the network quality which also has an active guiding meaning to the network optimization. The successful system access rate estimation system can be used as one of the important methods to estimate the network quality.So, with the introduction of every new service, the related quality estimation solution will also be put into the network quality estimation system, to evaluate the feature of the new service ,and try to avoid the impaction to original network quality estimation system.This text provides an estimation on the successful system access rate of current mobile telecommunication network with the analysis of the S1240 switch's measurement theory and network performance. The elements that might affect this system are removed. To further consummate the successful system access rate estimation system can provide the reference for the means of mobile telecommunication network quality estimation and monitor.
