| The appeal for continuable development improves the public realization of environment. The atmospheric pollution is motioned by more and more people, and is one question of environment problems in city. In order to efficiently control of atmospheric pollution, we should make scientific assessment to atmosphere environment quality. It is very necessary for preventing atmosphere from pollution, furthermore preventing human health, economy and environment from the atmospheric pollution and improving the public realization of environment.Firstly it makes the system analysis of system need , overall plan, system key and technology and so on in this paper. Then using the idea of OOP(Object-Oriented Programming), using the Combination of structural analysis and Prototypal method, and using Microsoft Visual.NET2003 as the developing tool, we do the work of designing of each module and the designing of the interface of this software. Because this software has the characteristic of friendly interface, easy operation and strong capability of extension, so it is of high value of promoting.Some conclusions and innovations are obtained as follows:(i) Starting off the overall situation, it uses gray prediction not only to find key pollution elements but also find latent pollution elements, uses artificial neural networks to get character of data to overcome the problem that classifier will change when it inducts new samples and uses dynamic multi-branches tree algorithm to solve which will destroy current knowledge and need study over again when pollution elements and samples change.(ii) Based on atmosphere environment quality monitor data, it takes in account infection of weather data, pollution source data, geography place data and so on. It unifies them in system database to analyze and evaluate Xi'an City atmosphere environment quality. Releasing information of Xi'an City atmosphere environment quality especially to Internet is propitious to uniform management, share and currency of information of Xi'an City atmosphere environment quality.(iii) It uses omnibus pattern of C/S and B/S, integrates technology of Web GIS, mobile agent, database, data warehouse, and data mining to establish Xi'an City atmosphere environment quality assessment system which is full of high-integration, extensive application, strong practicability, advanced technology, reliable run.
