This paper depicts how to use the most popular and sophisticated WEB technologies and "Object Oriented" method to build a modern and successful Platform for the "another New Reform of College English Teaching in China" which has begun since 2003; and for the same purpose, the classical mathematical concept of "Maximal linearly independent subset" will be harnessed.Ever since 2003, educational Authorities in China and many experts and professors have been trying to improve the English teaching and testing methods in Universities all over China, in an endeavor to enable the university students to save as much as possible time and energy from learning English for their scientific studying and technological creation.Yet the results of their various efforts are not successful at all, because of the overlook and neglect of scientifically effective classification, reduction and refinement of the Linguistic Information for the English learners.Inspired by the Computational Linguistics, the author of this paperconsider each English sentence as "an elemental and indivisible unit oflinguistic information" , moreover, the "Linearly Independency" and the"Linearly Dependency" between two or more English sentences will beinvestigated and examined. On this basis, an original WEB database—— Linearly Independent Corpus——will be built, which is oriented toEnglish learning, training and testing, which would be the only successful path of English teaching reform.The most creative and substantial task referred to in this paper is how to build the "maximal linearly independent" Corpus in the WEB Database; and this Corpus is meant to be much more efficient.Several WEB database technologies will be discussed and compared with respect to their efficiency in long distance teaching platform construction.Another important topic of this paper is how to protect the Web Database from improper access or intentional attack, which includes: proper fire wall technology suitable for the system, user identification, anti-virus system,...
