Under this Internet economical time, China's elementary education has a large and enormous attractive market. The elementary education market has the community with bright occupation and the relatively stable information need categories, and holds enough seats in the web community, so it is suitable to provide diverse network information services. Under the vertical service idea, there are more and more network information services developed for the elementary education domain, however the present service situation is not actually satisfying! Investigating its reason, the author discovered the users had changed their idea of information services, and had paid attention to these characters of information service: specialization, high-quality and personalization.Presently, user's importance reveals suddenly in each network information service! In the context of "vertical service system for K12",one of the country projects for 211 universities, This thesis has analyzed importance of user research in the elementary education network information service domain, has profited results and enlightenment from user research works in other correlation domains, and explores the research content from the general service and the individual one in the project process. Firstly it presented the investigation process and the result of the survey "network information needs and the retrieval behavior of the elementary and middle school teachers" in the project advancement process and designed several essential strategies of user participation, finally it proved close relations between personal service and users.Research results of this thesis are as follows .the author explored the research contents in the user research dimension during the cycle and sorts of the network information service, carried out it in the concrete practice, and refined a suit of research methods of the elementary education user in the specialized network information service .
