Workflow technique is the keystone of WFMS( WorkFlow Management System), it is also the key technique to improve efficiency and productivity of business. Then , the paper introduces workflow structure, WFMS ,and workflow design. When it comes to the design of workflow , we detail the design's process of the workflow reference model, process definition , application , organizing catalog , the file and audit of workflow.Next , this paper discusses the OA system's core technology based on LotusNotes exploitation platform. LotusNotes exploitation platform based on workflow is the best software to design OA in the market. It is actually the industry standard. Of the system design , the workflow design and security design are more important. So we focus more attention on those parts . About the security design , LotusNotes system supports nine layers of security model, and each layer has it's own designer . In order to protect system and user security, we design each layer independently , and assemble the different layers.Last, this paper proposes a system design of OA based on workflow management, gives the system analysis and example of realization for some functions.
