Along with the electricity marketing changing from seller market to buyer market and the electricity industry proposing the high-quality service, it is the request and necessity of the development of electricity marketing to establish a highly effective electricity marketing management system.At present every provincial and civic electric power company has respective management system, but these systems have many problems such as unreasonable database designs, inaccurate description of the actual service, bad stability, extension and security, low operating efficiency of procedure. Therefore along with the unceasing expansion of the electricity operation, these systems gradually exposed that the data were chaotic, the system was unstable, the staffers burdened increasedly. More serious is that the leaders of the electricity company can not grasp the present situation accurately, also cannot forecast the tendency of the marketing development accurately.In this background, the Pingyin electricity company proposed to construct the electricity marketing management information system at the right moment, and to construct the quality surveillance system to control the marketing system.This article mainly research into the quality surveillance system in the marketing management level of the management information system. This module is a subsystem of the management information system, it supports the entire service operation of the marketing quality management, including the work flow inspection, the service examination, the achievements inspection, the synthesis management, the electrical bill management and so on. It deals with all levels of leadership surveillance and examination. It associates with other subsystems to surveil the service operation together.The system is composed of the client side, the application server and the database server. The client side is based on the Web, using the JSP technology to achieve. It runs Web site which uses Java technology on the Web server. The client side uses the browser to complete all service operation. The application server includes expression level and service logic level. The expression level is responsible for the dynamic client side interface, it exists in the Web container of the application server in form of Servlet or JSP components, receiving requests, that come from the client level and founding the application interface for the browser.
