The appearance of network brings specific and deep changes to the modern society. As an electronic pattern of ordinary voting, electronic voting not only saved a great deal of manpower and material resources on votes'collecting and statistics, but also guaranteed the benefits of voters and the fairness of the results of voting in a large extent. Electronic voting is the tendency of the developing of voting. As network becoming more and more popular, it will enter into people's life and become the main method for people to attend the voting. Therefore, the study of electronic voting is of vital importance in both theoretic and practical application. How to take the advantage of electronic voting and design a more secure and more applicable electronic voting is still a hot issue in the security field.In general, an electronic voting system should meet the following important properties: completeness, eligibility, unreusability, privacy, fairness, soundness, verifiability, robustness etc.The purpose of this paper is to analyze former electronic voting protocols and to design a secure electronic voting system which is applied on the platform of Internet. The main achievements in this paper are as follows:1. We proposed an electronic voting protocol by using RSA blind signature and publicly verifiable secret sharing scheme. It solved the defects of"vote lost","vote delay". The defect which we can't distinguish between dishonest voters and dishonest counter was also solved. In the protocol, multiple counters are set up. The shares of the votes sent to these counters are disposed of with publicly verifiable secret sharing. Meanwhile, we set up multiple validators to realize identity authentication of voters. The security of voting system has been improved greatly and the possibility of the centers jointly practice fraud of voting has been reduced through distribution of the power of department. We use a confirmable serial number and counters can confirm valid votes by using it, which can prevent counters from rejecting valid votes. The analysis shows that our protocol satisfies the secure standards of an electronic voting. It is robust, secure and practical. It can efficiently resist inner attack and outer attack which come from Internet. It has practicality.2. We proposed a new electronic voting scheme which can carry on multi-items at the same time.
