The E-government is a new domain in the digital society. It is an inevitable product ofthe revolution in political reform and the economic restructuring. With the development oftechnique and changes in people's concept, E-Government has attracted more attentions andhas given an impetus to the society. The E-Government Affairs, represented by thegovernment's information, standardization, cooperation and procedure, is inflecting thetraditional operation pattern of the government. Currently, the society is calling for a newgovernment which is effective, fair, industrious and honest. Consequently, the construction ofE-Government affairs becomes a hot spot.The concept of software reuse was firstly introduced in the NATO software engineeringconference in 1968. In the later developing process, as the immatureness of this technique, thesoftware reuse has had an unsatisfactory influence on the software industry. In recent severalyears, the object-oriented technology appears and gradually becomes the mainstream oftechnology, which provides the basic technical support for software reuse. The research ofsoftware reuse becomes the hot spot again. It is regarded as the solution to software crisis, thefeasible way of enhancing software production efficiency and quality. The product reuse,namely software component reuse, is at present the practical, main way in software reuse.At present, the main problems in E-Government Affairs system development are lowefficiency and serious repetition. Importing the thought of software reuse into E-GovernmentAffairs system and developing modules as component, will have a very big practicalsignificance for enhancing the development efficiency and reducing the development cost aswell as avoiding repeated development.This study takes the project of E-Government Affairs product system as a background,and in the development process, we have studied several key technologies on the part weactually participate in based on software reuse. The main works are as follows:(1) It gives the solution of E-Government Affairs system from the overall situation,including the overall technology frame design and the business function frame design, anddescribes the technical characteristics of the system.(2) In view of the problem that users' changeful query demand in E-Government Affairssystem, the design and development of the dynamic query component system whichsupporting reuse are introduced in the dissertation. So that users can configure the queryfunctions according to their own demand dynamically during the system's running time,without having to modify the system. Not only does it reduces the maintenance work, but alsomay supply other information systems to reuse.(3) In order to solve the users' changeful demand, it gives the design and development ofthe Form-designer based on XML. As there are various government forms, users can addforms to the system at any moment as necessary. Besides, it is basing on the XML technologythat strengthened the Form-designer's flexibility and reusability.(4) As the Access Control System is a most important part of E-Government Affairssystem, the design and development of the system based on RBAC are included. It givesthe design to the system's structure and the support for single-sign-on system, and also itmakes the relative separation between the user and the permission to be reality.The main significance of our study is importing the thought of software reuse intoE-Government Affairs system. Developing the modules as components by domain analysis,can greatly enhance the software reuse ability, the efficiency and quality of E-GovernmentAffairs system development.
