Electric-power field-checkout is a task of checking electric-power-meter running on the power field to assure it working well, which includes field-checking and internal management. It's one of the most important tasks of Electric Power Measurement Department. With the development of the modern communication and information management technology, especially with the wireless communication technology, old ways of electric-power-meter field-checkout must be innovated for more automatic and normative.This thesis designs an electric-power field-checkout system. It connects field-checking and internal management with data synchronization technologies of mobile database. It transfers data via GPRS. It uses PDA in field-checking. The thesis also studies and improves the synchronous algorithm.This thesis analyses the principles of mobile database and proposes a cache synchronous algorithm based on time stamp, which maintains weak coherency under mobile environments. The algorithm saves database manipulative language, transfers cache via GPRS, and commits the database according to time stamp. To consider multi-PDA accessing server for synchronizing, the thesis proposes a priority algorithm based on cache weighting. And it studies the conflict detecting and disposal of mobile transaction.Design and implementation of the system is introduced in detail, and the system performance has been tested, and the results have shown that it performs very well. This system adopts modern information management technology, and then can be a rudiment of the measurement information management system.
