In this paper, the research on Business Rule Management System (BRMS) is summarized. The frame of BRMS is discussed. Rule engine, the key technology of BRMS, including definition and function, frame and discursion, arithmetic is discussed in detail. The frame, function and direction of Java JSR94 Application Programming Interface are also depicted detailedly. Other technologies on BRMS, such as rule file, business rule builder, online management and business data object are described in brief.Based on analysis and research on overseas BRMS products, a business rule builder is designed and developed . The business rule builder is provided with all necessary functions of other BRMS products, and besides, it adds some functions. To increasing its practicability, data manager is added, and the scope of business data object is extended, and JSP pages can be built according to business template. To increasing running speed of application developed by business rule builder, technology about building code automatic is adapted.
