With the developing of the technologies of GPS (Global Position System) and GIS (Geographic Information System), the application of these two technologies in every way of life is becoming more and more attention-getting. In the field of electric, GPS and GIS can make electrical facilities directly show in the system screen, avoiding the originally complicated work. They play an important role in the cases of the investigation of electrical resources, the servicing of electrical devices and the electrical decision-making. In the whole system, how to get the GPS signal is the most important. This paper introduces a scheme of GPS data collecting handset and describes how to design the mainboard of the handset. Besides, it discusses the steps of transplanting the embedded operating system Windows CE.NET to the hardware platform and the software developing of Data Acquisition Handset Based On High Degree Of Accuracy.The paper dissertate the hardware design of the mainboard in detail and the implementation of the board including the CPU module, memory system, man-machine interface module, communication module, debugging module and the GPS, GPRS module. After designing the mainboard by Protel99 SE, the paper introduces the process of transplanting the embedded operating system Windows CE.NET. At the meantime, it has finished the base function of software, including the operation control of GPS module, data acquisition, the transmitting of differential data, the display of locator data and data save.Finally, the whole system is evaluated and tested, also generalized and prospected.
