Content: With the integrative development of the global economy, the usage of the government information resources becomes more and more important. It is a problem which need to be resolved urgently that we realize the Government Information, and that we set up the efficient information communication between the government and government, the government and corporation, the government and the society. The E-government system provides a new way for the conventional work fashion and the government affairs. It can improve the work efficiency, strengthen the diaphaneity of dealing with the government affaires legally, ameliorating the quality of public policy, enhancing the science of decision, and provide more suitable service for society. Because the E-government system is growing later in my country, so it has more difference with the developed country in information technology in the aspects of whether theory study or actual use. But the leaders of my country are very concerning the development of the E-government system. So far, different government and department are developing the E-government system and it's growing healthy. But there are many problems, such as deficient understanding, no unitive layout, unadvanced based condition. In software production, there are also problems. For example, the software system is redundant, and it's difficulty in maintaining and extending the software production and the quality is low, and so. on.Struts is an open source framework for building Java Web application which was developed by Apache software organization and is one of the most popular frameworks for Web applications and developments nowadays. Struts encourages application architectures based on the Model2 approach, a variation of the classic Model-View-Controller (MVC) design paradigm. It separates the view and the business logic forcibly, So it is propitious to the separation of the web designer and the programming designer, and it improves the reusability and agility of the code. The article discusses simply the importance of implementing the E-Government system and introduces MVC (Module/View/Controller) designing mode and the Struts framework. An example is given to illustrate how to design Web application of MVC patterns using Struts and validate the feasibility of the framework. We canimprove the quality and maintainability of software using the framework. Sothe high quality, reusable and extensible E-Government system can bedeveloped.
