During the development of rural economics nowadays, the block and delay of information not only weakens of the competition of the agricultural products but also cuts down the revenue of the peasants, which restricts the development of agricultural economy. Aiming at the above mentioned problems, together with the concrete problems of the agricultural production of Weifang and the unified arrangement of the State, this article programs and constructs Weifang Agricultural Information Network Platform, which is based on the means of agricultural production, the supply and demand information of the agricultural products and the technology information of the agricultural planting and aquiculture etc.This artiele fully discusses the development and management of Weifang Agricultural Information Network Platform from the viewpoint of project management. It covers the following aspects: the demand management, the risk management, the scope management, the quality management, the time management, the cost management etc.; the synthetical coordination of the project resources such as the personnel, fund, and the progress of the project etc; the comprehensiveness and maneuverability of the system; and the application of iteration in the development of Weifang Agricultural Information Network Platform. The Platform has the following functions: the synthetical process of information, the release of the supply and demand information of the agricultural products, the online sale of the main products, the release and forecast of the prices of the products, the diagnosis and the prevention and control of plant diseases and elimination of pests, and email box management etc., which realizes the acquisition, storage, processing and distribution of various kinds of agricultural information in agricultural resources, production, economy and science and technology etc. With nine service systems and eleven databases, this system constructs a multilevel links among the cities, towns, villages, agricultural relateddepartments, leading agricultural enterprises, and the agricultural products wholesale markets.The main contributions of this article are:First, it designs the Intelligent Expert Consultation System. With the repository, it can instruct the farmers in their field work by reasoning and judgment. Second, it uses the ASP technology to search, collect and release such information as the prices etc. automatically. Third, it has accomplished the construction of some featured databases such as the meteorological service extending to villages and towns, the well-known, excellent and new crops, and the local agricultural experts etc. This article is based on Windows 2000 Server as its operating system, Microsoft SQL Server 2000 as its database, together with ASP+COM > JAVA as the development technology. Now the system has already been formally put into service. More than 1,000 families in 10 towns has benefited from it with the new production value of RMBY30,000,000.This article is composed of three parts. The first part analyses the background and advantages of the application of the agricultural information in Weifang. It also studies the internal and foreign status quo of the application of information and proposes the corresponding countermeasures. The second part discusses the design and function of the Weifang Agricultural Information Network Platform. It dwells on the process of the construction of Weifang Agricultural Information Network Platform and its main innovation. The third part explains and analyses the operation of the platform and its social economic returns.
