VOIP ( Voice Over Internet Protocol ) is a kind of communication of technology innovation. It concludes the compressing and coding of the voice into data , the packing and dividing of the data into groups , the distribution of the route, the storing and swiching, and the decoding and decompression of the data into voice. It realizes the voice communication on the net based on the Internet Protocol. It promotes the network resource to use, and reduces the voice communication cost. Therefore it has getting the rapid development in the scope of the whole world, we can say this technological application is the quickest development and universalization in the world, and also is the hot spot concerned of the computer network now.The IPVGS ( IP Voice Gateway System ) expounded in this article adopts advanced VoIP technology to provide the end-to-end VOIP communication for user, and provides other kinds of increment services based on this model. It is an integrated system that includes VOIP technology, data communication and network transmission. It has high integration information .This paper gives a whole project of the VOIP communication system for the end-to-end customers. The design of the system network and the configuration of the software is the primary content, it deals with the organization of the network of the IPVGS system and the basic principles of VOIP. The voice gateway is an important part of IPVGS system . It compress / decompress, codes/decodes the voice into data , and packs / depacks the data and transfers the packet according to the Internet Protocol etc. The network center equipment can communicate with the gateway byway of the network of ATM and MAN , and transfer the voice packets,and bill every call record.There are five parts in the whole paper as follows:Part one introduces the status of the development of the VOIP communication , the background of this discussion , the main significance of the research .Part two introduces the architecture of the UNICOM VOIP backbone netwrok, its general principles , its features and futures development , and the basic principle of VOIP such as the protocols of ITU-T H. 323 , G.729 and G. 723.Part three is the general design on the communication system of IPVGS . It includes the network architecture design of IPVGS system, the flow of the signal transmission ,the billing center,the administration of networks,and the communication safety etc.Part four introduces the hardware lectotype of the IPVGS voice gateway and IOS's configure design . It includes the technology standard of the voice gateway , the flow of the signal communication, the hardware interface standard of the gateway, the realization of signal communication through configure design of the IOS, and success of the analysis of the call number and the voice transmission.Part five gives a whole sum-up and gets a views of the future development of the IPVGS system.This system utilizes advanced technologies of modern communication , realizes a kind of reasonable and efficacious VOIP communication model for end-to-end user, designs the IPVGS system network architecture through the resources available, and meets the design reguirement basically.
