Simulation Based Acquisition (SBA) is a new weapon acquisition approach proposed by DOD in 1997, which proposes that advanced simulation tools and technology should apply to all life cycle of the weapon system acquisition, and form intellectualized and more efficient acquisition simulation integration. It emphasizes that modeling and simulation as an efficient resource can substantially reduce the cost, time, and risk associated with the weapon system acquisition, in order to improve the performance of the weapon system.To implement the all life cycle simulation of the weapon system, one of the key issues is how to store, access in a distributed way and reuse resources associated with SBA, together with interoperability among simulation application systems. This paper is composed of the Virtual Reality, XML, distributed database and HLA/RTI to build an integrated frame, whose aim is to explore a feasible approach for the issue that how to store and reuse the resources associated with SBA, and interact among simulation application systems. Consequently, the emphases of the paper are the construct of the integrated frame and the research of the feasibility.Serve the purpose, this paper made a material application development and research. Firstly, the models of simulation objects based VRML were built. Secondly, the model was described with XML, and the standard document definitions from VRML to XML were put forward in detail. Thirdly, through JDBC, the storage and access of XML documents to Oracle9i were accomplished also. Finally, a distributed virtual scene based VRML was constructed, which used the node of Script of VRML as Java application embedded interface, and adopted the RTI as the bottom communication mechanism, then Java programs were made use of accomplishing the concrete interaction and the high level application, and inter-operation was achieved among Distributed Virtual Environment (DVE). The core contents of this paper were the transformation between VRML and XML, and the design of DVE based on VRML-Java-HLA.This paper has proved that the integrated frame constructed is feasible through the concrete application development and research.
