With the increasing competition from modern market, the organization's business processes can't stay put. They must be modified and adjusted frequently with the demands of market. The technology of Workflow makes the execution of business process more automatically and efficiently. But it is weak to support the agility of business process. Thus the BPM, business process management, is proposed. Present technologies of BPM separate the process information from business process and manage them in a depository. These really make the business process agiler. But on the other side, present technologies of BPM can't to do well with the special business process information, such as business logic in process, business policy and so on. And the business experts without IT skills are excluded from the whole life cycle of development project though they are the really expert who conducting company business. These all restrict the agility of business process.A business-rule based BPM model is proposed using BRMS to manage the business rules which are the essential elements for process construction and business policy. An ECA model is proposed to express the business rules which can express the process construction precisely. The business-rule based BPM will strengthen the agility of business process as BPM alone.To implement the business-rule based BPMS, a model of business rules' depository is discussed here as an important partition. An idea of structured business rules is proposed to improve the interaction efficiency between BRMS and business rules.At last, an example from mobile company is presented to illustrate the business-rule based BPM how to realize the agility of business process.
