Chinese Medicine Hospital Integrated Digital Hospital Quality Management Information System Research And Development

The 21 st century is a century in quality. Hospital quality management is the core of hospital management, accordingly the research and development of the Hospital Integrated Quality Management Information System is a new focus of constructing a digitized hospital. In new period the development trend of hospital quality management is omni-directional and multi-level. The hospital quality management further emphasizes the control on process quality and basic quality, and the control means also developing from depending only on feedback control, gradually to live control, even to feedforward control. It is also a development trend to create an information sharing, integrated and digitized hospital by the comprehensive application of advanced network technology and information technology comprehensively. At present, the management and controlling of the hospital quality information is still a weak link in researching and building a digitized hospital. Traditional medical quality control mainly by the evaluation and feedback of end quality, but it is less likely to involve the process quality control and lack the scientific control means too. In addition, the great amount of hospital data, the unusually complicated type and relation of hospital data, the nonstandard hospital information express form and the different system platform mainly due to the different hospital information system etc hinder the intercommunion, sharing and integration of information seriously, and surely become the bottleneck to construct a digitized hospital. Through studying the Hospital Information Construction and combining the experience of the Manufacturing Industry Information Construction, we think that the quality management question in the course of building a digitized hospital is mainly because of lacking the advanced and ripe theoretical guidance, and the low-level application of modern information technology. With the guidance of the theory and practical experience made in the course of the Manufacturing Industry Information Construction, especially the information integration, process integration and enterprise integration theory of CIMS, the Concurrent Engineering philosophy, and the ISO9000 clan standard etc, taking full advantage of the advanced network technology and information technology we put forward the concept of the Hospital Integrated Quality Management Information System and have developed a prototype system.The paper takes five chapters to discuss the construction thought and implementation method of building HIQMS in detail. Chapter One mainly introduces the background of this study, the domestic and international current development situation of digitized hospital and the development trend of hospital quality management, analyses the problem faced in the hospital quality management and put forward the thought of building HIQMS based on the advanced management thought and modern information technology. Chapter Two probes into methods and focal points of building HIQMS. With the guidance of CIMS thought, we realize that the development trend of building HIQMS is systematization and integration; based on the philosophy of Concurrent Engineering we convince that process quality control is the focal point of building HIQMS; introduce ISO9000 clan standard and medical information standard briefly, and analyse importance of standardization to the hospital information exchange and share. Chapter Three introduces the relevant theories of quality and quality management at first, then analyses the content and characteristic of hospital quality management, finally proposes combining the hospital quality management with information technology, and creating a new-type hospital quality management mode. Chapter Four firstly introduces the key modern information technology to develop the HIQMS, then designs the function structure, overall frame and development mode, finally illustrates the development principle briefly. Chapter Five mainly focus on the prototype system that we have developed. Firstly we introduce the system module division, describe the prototype system function that we have realized in the form of system interface and flow chart, and provide the technical application instance concretely; Then we state the support system of the prototype system; Finally we provide the integration model of hospital information system which uses Web Service technology, and explain the main corresponding function module briefly. The end of this study is the focal point summarization of our work and expectation of the hospital quality information management.
