From the beginning of the 21th century, the characters of the society seem to be digital, network, and information. It's clearly that the global economy will turn into knowledge economy. And the two important characters of it will be infomational and global. To realizate them, We shoult get the well support of the current network. After the 90 of the 21 century, the Internet has get a dazzling evolution. Nobody will double at it's achievement and the potential. It's implicit that the operation on IP is diversed and increased quickly. More and more person begin to use it, and it's development speed have by far beyond the Internet technology and the network establishment. For such reason, the network resource become rarity. So , how to utilize them sufficient, how to give our user a high quality service, become a big question. To resolve it, QoS comes into being. IP QoS is the quality of service of IP. It's order to provide reliable service to the user of end-to-end. It is judged by such parameter as Usability, Latency, Jitter,etc all. The traditional QoS focus on the lonely router itself. While the data stream pass through it, it will serve the high prioty data first. But improving itself will not improve the whole network capability greatly. And the MPLS is too expensive for many company to use it. This thesis focus on the capability of the whole network. Our QoS not only improve itself, but also combine with the monitor control function to improve the whole network. It based on the theory of queue. It can control the flux when it get to a high speed. With that we can improve our network greatly.
