With the rapid development of Internet, network scale, user quality and business volume assume the detonation-like growth. Network jam already became the bottle-neck question that restriction network development and application. The effective solution to network jam has vital significance to enhance the network performance. How to prevent and control jam has become the important problem of network research in recent years.In early period of network development, Internet mainly relies on the TCP end-to-end congestion control to avoid the network jam. Research indicated that only depends on the end-to-end flow control is very difficult satisfies the network's increasingly business request. Introduce suitable queue manage mechanism in router can effective monitor and prevent the congestion. The congestion control strategy in the router already became the hot spot in research.The congestion control algorithm mainly divides into two parts: source algorithm which uses on the end system and the link algorithm which uses on the network equipment. The paper first introduce the basic concept on Internet congestion control mechanism. Summarized the congestion control algorithm research survey , and analyzied the further research direction.The paper set the emphasis on the router-base active queue management strategy, and proposed the improvement direction. Introduces the intelligent control to the active queue management algorithm, proposed the thought that apply fuzzy control theory to the router active queue management algorithm and designed a new congestion control algorithm model based on the fuzzy control theory.
