With the development of network , user's demand on network changes persistently. Multiple endpoints video conference based on IP network has taken place some traditional remote conference system like TV video conference and telephone conference because of it's lower cost and more advantage. After years of research on multiple endpoints video conference based IP network, the theory and technology has been mature. With the progress of multi-media technique, video conference can be realized with lower code rate and more excellence quality of visual effect. There are mainly two protocol families about this technology, which are H.323 and SIP. The former is sticked up for ITU organization, and the latter is done by IETF. Conventional video part of H.323 protocol is made up of H.261 and H.263. For these video compress arithmetic both have some disadvantage in sample means and compress mode,the quality of visual effect is worse comparatively, and the demand to bandwidth of the network is more rigor. So,the design this paper consulted import H.264 video compress protocol , which make the more standout visual effect and less loadage of network. The research of this paper relate to some advanced theories such as multi-media signal processing and H.323 protocol stack. The author studied the famous open source project -OpenH.323,and brought up a set of measures due to the disadvantages of the project above-mentioned. At last, a prototype edition is realized. The components included in the edition are predigested,the MCU module and a powerful endpoint are realized.
