With the rapid development of digital video compression technology and theories, network surveillance system are widely applied to our lives. H.264 is an advanced video coding standard developed by JVT(Joint Video Team) and adopted as part 10 of MPEG-4, it provides better compression performance and improve support for reliable network transform. Video data transmission and video application based on H.264 have become research focus.This paper first gives a deep investigation on H.264 standard, and then illustrate the design and implementation of a hierarchical network surveillance system based on H.264. In the process of design and implementation, UML(Unified Modeling Language) is used to define software system; to detail the artifacts in the system, to document and construct. It makes this project become more robust and more reliable.There are 7 chapters in this thesis. The first chapter introduces current status and tendency of the video applications and point out the critical technologies in network surveillance system. The second chapter makes investigation on H.264 standard. It provides a more proficient video compress method in this system. Chapter 3 describe the architecture of the hierarchical Network surveillance system. After a simplify introduce of the hardware of the video server in chapter4, the main chapters come, the main chapter in this thesis include two chapters: chapter 5 and chapter 6. chapter 5 describes design and implementation of surveillance server and the method to visit devices in the hierarchical surveillance system. Chapter 6 describes design and implementation of surveillance terminal and H.264 decode based on directshow. The last chapter is a general statement of the system and future work.
