In recent years, with the rapid development of the Internet and image processing technologies, network video surveillance systems have been installed and deployed almost everywhere. Within network video surveillance systems, the scope of surveillance is not confined to a certain place, but everywhere with Internet. When compared to previously presented systems, current network surveillance systems have been becoming much larger and more complex. Thus how to achieve real-time watching of monitored resources, how to store audio and video information and rapid inquiries, how to effectively manage and maintain such complex systems, are important topics of the network video surveillance systems.H.264/MPEG-4 AVC is the latest international video coding standard. It can provide a higher compression ratio, better image quality, and good network adaptability under the same image coding quality. Additionally, it provides high-quality images and image monitoring services in relatively small bandwidth. These advantages make it becoming the new promising direction of network video surveillance systems.This paper introduces some advanced video compression technologies utilized by H.264. Network video transmission protocols are also deep analyzed in details. According to the actual market needs, a distributed control and centralized management of network video surveillance system is designed and implemented based on H.264 network camera. This overall system can be divided into two parts: management server and client. The former is the core of the surveillance system, which manages all users and resources. The latter takes charge of video surveillance and controlling. Both of them are discussed in details. Many fundamental functions have been implemented in this system, including image real-time transmission, remote control, data storage, alarm control, and so forth. During them, the decoder use DirectShow technology as a solution, in order to achieve multi-channel real-time decoding, character overlapping and playback. Owing to the different characteristics of LAN and the Internet, TCP protocol and UDP protocol have also been mixed adopted in this system to make resource access available and effective use of bandwidth. Moreover, ADSL dialing, firewall, and concurrency visiting by many users are further discussed.
