With the computer system becoming more and more complex, it is an unprecedented challenge for the availability and management of computer system. The computer environment of enterprise are usually distributed, isolation, heterogeneous. The resource has not be managed in unified way, and not be deployed dynamically. This is the main reason why the computer system is not available.In the paper, firstly, we studied the high availability system and analyzed the feature of today's enterprise computing system. We suppose to design a IT resource management system which realized the features of "Integration", "Open", "Autonomic" and "Virtualization". I take part in the research and development of the Virtual Operation Environment System(VOES) with high availability. My research and development which I take part in the VOES is listed as follows:1. In order to unify the management of resources, we use the new management structure of Web-Based Enterprise Management (WBEM), and then gives an implementation of WBEM used Java.2. We studied the autonomic computing and how to implement autonomic computing system. Then we design the functions for VOES to realize the autonomic computing features which are Self-Configuring, Self-Healing, Self-Optimizing and Self-Protecting.3. We studied the partition technologies, and use the partition technologies to implement the virtualization of computing system.In the end of this paper analyses the deficiency of the system and the work in the future.
