Water spreads widely in the nature. We can see views that consist of water such as the sea, the river, the lake, the waterfall etc in daily life. So water is such important thing in our daily life that we always use it to strengthen the atmosphere in the cartoon animations. Because water has no strength and just gathers together, the behavior of water is different under various outside conditions such as wave speed and wind force. For example, the surface of the sea or the lake becomes more and more complicated along with the increase of the wind force. Even seen from different distance from the surface, its appearance also presents a shape of dissimilarity because of the variety of the details.Currently in the cartoon animation the performance of water still depends on handwork, such as the views of flowing water (the waterfall, the river, the sea, etc.) of the Legend of NeZha that was made by the CCTV were all drawn in paper and then scanned into computer. Because Legend of NeZha has many stories that happen on the surface or nearby the water, the work of drawing the animation of flowing water was very hard, and wasted much time and a great deal of paper.In this paper we present a system capable of generating cartoon water with the quality compatible to the cartoon animation we can see from TV. The system consists of 3 modules: waterfall module, river module and bar module. Our system converts laborious cartoon water drawing into specifying a few control points and parameters, thus ordinary use without special training for drawing cartoon water can use the system to achieve the same goal.
