It's very significant to keep accuracy and reliability of clock held by key computer system on Internet and Intranet. This article analyzes the principle, architecture, protocol and algorithms of synchronized clock system based on NTP(Network Time Protocol) which is a standard protocol on internet. In allusion to the fact that most NTP implementation are depended on special operation system and have so much different interface to use, we brings forward a solution to implement platform-independent NTP service. The solution comes from the design and implementation of software support platform for ZTE-UMS "ZTE Unified Network Management System", which is built on kernel of JBOSS extended. And the implementation is mainly depended on Java technology, which can provide operation system platform-independent speciality for application system. However, there are also some problems and restrictions on the solution, for java platform's self has some inherent restriction, for instance, java cannot provide the ability of real-time reponse. Thus, we analysed all of key factor in this article, and brought forward some solution to these problems and restrictions. At the end of this article, a conclusion was drawn to evaluate the perfomance of our NTP solution and prove to be reliable and effective to match the need of computing with highly accurate time.
