The Electric War(EW) run through the whole process of modern high-tech war, composing the absolutely necessary part of the ground-air integrative tri-dimensional battlefield, so it is very important in modern war. Developing the weapon system of Electric War need complicated techniques, long-term research and high cost, which results in the operation skills training on EW weapons greatly depend on the EW simulation system. Thereby, the simulation system has become an important part of military equipments, and is to cause an direct of indirect effect on the efficacy of EW equipment. So system simulation equipment is the key to form the battle effectiveness of EW equipments, which is the new character of modern high-tech war. First, the conception, evolution and the present developing status of the Electric War modeling and simulation system are introduced in brief. Secondly, the system modeling and simulation technique is detailed, and two layered system simulation technique is put forward. Again, the two-layered simulation technical is applied to design the simulation system of electric war training. The two-layers structure of the Electric War simulation system: the tactical simulation and the equipment simulation, as well as the info alternation between them are analyzed in details. Meanwhile, the hardware and software structure of the EW simulation system is introduced in brief, and the function and workflow of the system is designed and analyzed. Finally, the Object-Oriented based technical is used to design and realize two important modules of the system: the master control subsystem, which is core part of simulation system of the Electric War training; and the spying spectrum analyzer, which is the device-simulation member.
