TD-SCDMA is the third generation mobile communication system introduced by ourself. Power control strategy is one of the key techniques. It is used to solve the near-far effect and multi-access interference. Because uplink power control is an important and difficult question in power control technique, this paper proposes an uplink inner loop power control algorithm and an uplink outer loop power control algorithm adapt to TD-SCDMA .The design and implementation of uplink power control module in RNC is also provided..Innovations and achievements are listedas follows:1. A improved Eb/Io-Predictive-Based uplink inner loop power control algorithm is proposed for TD-SCDMA to improve the control precision. The proposed algorithm has a higher control gain and decrease the average transmits power of user equipment compare to other traditional uplink inner loop power control algorithms.2. A novel BLER calculation method using slide window is proposed. The max value of (Eb/Io)target is also discussed. A novel uplink outer loop power control algorithm is. proposed based on the above. The proposed algorithm has a better track capability of block error rate target compare to other uplink outer loop power control algorithm.3. Power control simulation model is proposed, the flow of simulation and the realization of key modules are also described in detail.4. The design and implementation of uplink power control module in RNC is proposed.
